Charter’s State Government Affairs team is tasked with achieving the company’s franchising, legislative and regulatory goals on a state and local level. We are seeking a bright, determined, and committed Senior Manager of Government Affairs to join the team to assist in driving Charter’s policy priorities.

As a Senior Manager of Government Affairs, you will play a vital role in developing and executing strategies that support the growth of Charter’s Oregon/Washington/Idaho Markets at the state and local level. Reporting to the Director of State Government Affairs, you will be responsible for representing the company before government agencies, as well as managing and executing events that align with our overall objectives. Your focus on community affairs and strategic planning will help drive our company's success.

WHAT SENIOR GOVERNMENT AFFAIRS MANAGERS ENJOY MOST
Contributing and supporting Charter's government affairs and public policy strategies and tactics in Oregon/Washington/Idaho.

  • Developing, building, and expanding relationships with public officials and other influential policy makers at the federal, state, and local level.
  • Working with supervisors, peers, and outside consultants to develop and grow grassroots and third-party support for the benefit of the company and its interests.
  • Assisting in developing budgets and effectively planning and executing initiatives to grow the company’s image within the communities managed.
  • Helping in the development and management of the company’s political contribution strategies, where permitted under applicable law.
  • Representing the company before external constituencies, including elected officials and other state and local government agencies, commissions and authorities, and organizing and representing the company at community events and other external functions.
  • Drafting, analyzing, and/or presenting franchise/contract language, amendments, and testimony as necessary and performing legislative and regulatory advocacy.
  • Interacting with local governments on permitting, right-of-way, and other local concerns.
  • Reviewing, interpreting, and communicating terms and conditions of franchises, franchise-related agreements, and other contracts for implementation to ensure compliance with legal and regulatory obligations.
  • Responding to and monitoring the resolution of escalated complaints from local, state, or federal government authorities.
  • Handling franchise renewal and franchise transfer efforts for assigned franchises consistent with the strategies and policies for the company.
  • Preparing franchise renewal applications and supporting data for renewal negotiations, developing renewal strategy, and participating in franchise renewal negotiations with municipalities.
  • Helping identify government-related business opportunities and facilitating discussions with business and assisting them in developing responses for government procurement.
  • Completing other duties/responsibilities as required

The State Government Affairs team is responsible for educating local and state officials about Charter’s policy positions and advocating for laws, regulations and ordinances that advance the company’s business priorities. As a member of the state team, you will work closely with internal and external stakeholders to ensure Charter’s interests and the interests of Charter’s customers are well represented in state and local policies.


WHAT YOU’LL BRING TO SPECTRUM

Required Qualifications

  • Bachelor’s Degree or equivalent experience
  • Ability to read, write, speak, and understand English
  • About 7 years related experience in the cable industry, government, public policy or legislative arenas
  • Advocacy, lobbying and negotiation skills
  • Understanding of state and local government

Preferred Qualifications

  • Having knowledge of cable, telecommunications and broadband products, services and regulation preferred

  • Able to work nights and weekends, variable schedule(s) as necessary

  • Valid drivers license required
  • Satisfactory driving record within company standards

A qualified applicant’s criminal history, if any, will be considered in a manner consistent with applicable laws, including local ordinances.

The base pay for this position generally is between $88,200.00 and $156,600.00. The actual compensation offered will carefully consider a wide range of factors, including your skills, qualifications, experience, and location. We comply with local wage minimums and also, certain positions are eligible for additional forms of other incentive-based compensation such as bonuses.
